I have capital losses from 2016 and reported only 3000 in 2017 and I have carry over from 2016.To file taxes 2017 in 2018, do I have to wait for 1099 form from IRS ?

To make sure I have it right, you have capital losses from 2016 that you reported on your 2016 return (that was filed in 2017) and now you have carryover that you want to report for your 2017 return (that you are going to file in 2018 - now)?
If so, you don't need to wait for the IRS to send you any forms to claim the carryover (and the IRS is not going to send you anything).
If you used TurboTax for your prior year, the capital loss carryovers should have transferred over automatically.
If you need to manually enter the carryovers, then you can do so following the directions below -
