I have a $0.03 exempt-interest dividend from an EFT on my 1099-DIV. The EFT has muni bonds across all US states--do I have to calculate distribution for each state?

It's complicated. 3 cents will round to 0. Leave that box  blank  when you enter the 1099-Div and don't bother with it.
