I had a note thru a Mortgage company that flopped. I was only able to recover just over 70% of the funds leaving me short quite a bit. How/where do I report that loss?

You are not able to deduct this loss unless it was a business related loss.  The Tax Cut and Jobs Act TCJA of 2017 eliminated personal Casualty losses for tax years 2018 through 2025.
