I bought a Toyota Prius in 3/18 and was trying to fill out the deduction and it says I need to have bought the veh in 2017, is that correct? Do I claim this next year?

Yes, and unfortunately, it will not return for next year. 

The credit for the regular Toyota Prius has been phased out. You can claim the credit if you bought a Prius Prime.

Phase outs are based on the number of cars that have been sold. Once enough have been sold that there is no need for a tax incentive, it goes away. The Prius has reached this level.
