I am a permanent resident of Oregon. I own a rental property in California. Do I have to file a California tax return?

Yes, if there is net rental income.

Rental income is taxable CA source income. You do need to file is there was net income on your rental. If the property rented at a loss, you would not need to file a CA state return.
