This is done through the interview, by indicating that you are a real estate professional. Return to the section for Rentals & Royalties, edit the property, and restart the initial interview.

How to change the category from passive to non-passive real estate?

If you don't qualify as a Real Estate Professional, why do you think it is non-passive? By default, rental property is passive, even if you "actively participate" in the rental.
