How does it affect my return if my apartment property, where I rent, pays a service fee in lieu of taxes?

Your apartment property owners do pay property taxes, one way or the other, no matter what they call them (e.g. "service" fees). After all, "property taxes" are collected in order to fund local government "services", including police, fire and schools.

 

In your case, follow the property manager's suggestion - if they don't provide a specific figure for the property taxes paid, use the 10% of rent estimate for calculating your property taxes.
