Unless you file a federal return using TurboTax you cannot prepare or file a state return.  Information flows from the federal return to the state return.  If all you want to do is get a form for Maine, see the Maine tax web site and get the form:

@Portugueselette  If you need to file a rent form for Maine, that can only be done when you prepare your federal and state returns.   The Maine rent forms will be part of the state return that you can prepare.   It cannot be prepared all by itself using TurboTax.   When you use this software the information flows from the federal return to the state return.
