For my second house I didn't rent it since we buy the main residence. Can I include that potential rent as losses. So it will apply to my tax breaks.

If you did not have the property up for rent (or were working on it in order to get it rented), then it is NOT rental property and you cannot deduct expenses as "rental property."  It is just a second home.
