For 2016 I was a resident in WV but later moved to DC. However, I was paying rent in both locations. How do I disclose that?

There is no need to disclose it in your Federal return.  Rent you paid for your living space is not a deduction or credit in the Federal return.  You will prepare a part-year resident return for each state.  If there is a renter's credit available in either or both states, you will be asked during that state interview to make your entries for rent paid.
