Does a military service member, making income on a rental property in Georgia, have to file GA State taxes, if they are not a resident (have a home of record in a different state)?

Or service members are treated like everyone else and must complete a non-resident tax form?

Yes, if you have a rental property in Georgia but are a legal resident of another state you will have to file a non-resident tax return for Georgia. The income from a rental property is taxable in the State where the property is located. TurboTax will help you walk through the questions to file the State tax return.
