Do I need to or would it behoove me to file nonresident state income taxes for several passive investments with ordinary business losses or net rental real estate losses?

You are not required to if you have no source income in those states.  It might not be a bad idea to file anyway, as you go on record with the losses, in case you have gains down the line, and you are applying them against those losses.
