Do I file as a NC resident if I moved to California in December? Do I file CA and SC (sold rental home in July) as non-resident?

No - If you moved from NC to CA during the calendar tax year, you will file a part-year resident state income tax return for both NC and CA for the part of the year that you were considered a resident of each state and only include income related to your residency in each state.

If you sold a rental property in SC, then you will need to file a nonresident SC return to report this sale and you would also need to include this sale on the part-year resident state return for the state that you lived in when the SC rental property was sold.
