Dept Treasury 1099-INT

My Department of Treasury 1099-Int  reflects the interest earned on US Saving Bonds and Treas. Obligations, Box 3.  Federal Income Tax was withheld and reflected in  Box 4.   The software doesn’t allow me to enter federal taxes withheld.  There is no box 4, which is the federal income tax withheld section. Next steps???

Under the entries for box 1 and 3 is a little tick box that says "my form has information in other boxes (this is uncommon)".  Tick that box and the entry for box 4 will appear.
