Can TurboTax used the full amount stock loss carryover for 2018 taxes? Is the carryover amount on the worksheet for 2019 missing? Did something change?

I had a $9k carryover from 2017 and it applied the full amount to a $29k gain 2018 and I don't see a carryover to 2019. It looks to me like it applied way more than the previous $3k max

A loss carryover is applied in full to any gains. If there is any loss left over (i.e. carryover loss is more than the current year net gain) then that is limited to -$3K and the excess carried to the next year.
