Can I code rental, Royalty income as Spouse income in order to reflect on state return as spouse income?

Yes if you are filing jointly with your spouse.  When you are answering questions about the rental/royalty income on schedule E, one of the questions is who owns the property, Me, spouse, or both.

To get to this section  type rental in the search box and hit enter

Select "Jump to rental "

answer a few questions until you get to screen asking about the location and who owns the property.  Here you can designate either spouse as the owner and it should carry to the state return.  See screen print attached.
