Can I claim a renter's deduction in 2018 if, from August to December '18, I repaid $3500 of back rent due to a landlord I rented from in 2017 (repaid via collections)?

No, unfortunately the rent has to be paid directly to a landlord.  Paying to a collection agency doesn't count as paying rent.  Sorry.
