You should figure your estimated tax based on what you expect your income situation to be in 2019, not what it was in 2018.  You are free to ignore the estimated tax payments provided by Turbotax, or use the Form w-4 and estimated taxes part of the interview in Other Tax Situations to come up with better estimates.
