No. The fee is a miscellaneous itemized deduction that was eliminated by tax reform (the TCJA).

It depends. 

• If you file a Sch C as a trader, you can deduct the fees as business expenses. 
• If you are a personal investor, it is not deductible.

If you borrow money to buy taxable investments (like margin interest) it is deductible up to the amount of your net investment income.
