Are claim adjusters fees an expense as legal and professional fees in a rental property?

A claim adjuster used to process a claim with property insurance. The insurance eventually paid, legal fees from adjuster where 20% of the proceeds. 

Are the fees classified as a Legal Expense?

The claim adjuster fees are not exactly legal fees, but they can be claimed as rental expenses and categorized as Professional fees.
