This is due to winter storms.
But TurboTax is saying that the deadline of April 18, 2023 has passed, and it did, but the software is not allowing for an exception.
What should I do?

The program will not be written to accomodate CA residents so simply file the return as usual up until 10/16.
Do you have a balance due on the return ? Is the program trying to add an underpayment penalty ?
Thanks Critter. I figured it out.
I was using IRA Calculator tool, instead of entering contribution amount.
The TurboTax is still confusing on e-file page. The direct debit option says the date must be before April 18, then there is a info section for disaster affected area deadlines. Not clear instructions.
