I am trying to add my 2016 taxes to this year so I can efile this years taxes, but I cannot figure out where I need to go to do so

You can't e-file your 2016 tax return any more. You would have to buy the CD/Download version of TurboTax to do a past tax year: https://turbotax.intuit.com/personal-taxes/past-years-products/
