This may be happening due to a Net Operating Loss or similar carryover deduction. These types of statements usually generate from the federal side of the software. You may want to go through your federal return first to confirm there are no negative values OR numbers that don't look quite right to you.
When done, go through the state section as well to verify the same.
Finally, you can print your returns to see if you see anything that is a zero or negative number and back trace from there.
There are some states that don't allow e-file for the reason described. If your return is accurate and there is nothing to "fix", you may need to print and mail it.
