Why would my W2 line 18, local wages,tips,etc. be higher than lines 1,3,5,16 Wages, Tips, etc.?

Your employer can issue a corrected w2. Normally the local rate is less than or equal to the state. What state, what locality, any unusual circumstances?

You may need to check your city's tax department. Box 1, 3 and 5 wages are reduced by certain pre-tax benefits like medical insurance, dependent care FSA, HSA, 401k, etc. (And some employer benefits reduce box 1 but not box 3 and 5.). Maybe your local city tax law says you pay income tax on all your income, ignoring some of those pre-tax deductions.
