Why doesnt it give me the option to pay the fees with my refund?

ive gone through the steps it tells me to but it wont give me the option to pay for it with my refund, only credit card.

Many of the forms and schedules in your tax return have not been finalized. You can click on Review on the left side navigation panel and this will show a list of forms that are not yet available, along with the form availability date.

Once the forms are finalized you will have the option to pay your TurboTax fees with your refund.

Note: The IRS will not start accepting e-filed returns until January 29, 2018.
