the option to have your fees deducted from your refund is not currently available.

You may wish to check what product you are using.   You said "Deluxe", but underneath your question it is indicating that you are using "Online Premier."   When you're logged in, look in the top left near the TurboTax logo, and you should see the edition you are using.  Premier is mainly required when there is rental/royalty income/expenses on Schedule E, or capital gains/losses on Schedule D, or if one needs to report a K-1 they received.    Deluxe cannot handle those 3 situations.

We don't know yet if "pay out of Federal refund" is temporarily unavailable due to a glitch or what.   Several users have experienced that over the weekend.   Moderators may shed some light on that today when they return to work.   In any case, that payment method has an additional 39.99 service fee (44.99 for California filers).   You avoid that extra fee if you pay upfront by one of the methods below:

If you don't have a credit/debit card, another option is a prepaid debit card you can buy in a store.  It must have one of these logos: Visa, MasterCard, Discover, or American Express.    A US billing address is required.

@ briannewman567  Also, if the option to "pay fees out of Federal refund" becomes functional again, here are some reasons why a filer may not be able to use it.   See if any of these criteria apply to you.
