TurboTax does not have stand-alone state tax return programs.  The tax data from the federal tax return flows to the state tax return.

A 2019 tax return can only be printed and mailed, it cannot be e-filed.

 

You can always go to your state department of revenue website to get prior year state tax return forms, schedules and instructions to complete manually.

Why do you think you cannot?   If you prepared a 2019 federal return using TurboTax you can also prepare a state return.  Information flows from the federal return to the state return, so you cannot prepare a "stand alone" state return.  And for 2019, you have to use downloaded desktop software on a full PC or Mac.  You cannot use online software for any 2019 return.  Access your 2019 federal return using exactly the same account and user ID and then add the state and prepare it.  You will have to mail the state return.  It cannot be e-filed.  If that sounds like too much aggravation and cost, then get the paper form for the 2019 state return and prepare it by hand.  You will need a copy of your 2019 federal return to look at and get information from.
