The $4,050 for your daughter is a deduction, it is not a credit and it is NOT an amount that you get back. The $4,050 reduces your taxes by reducing your taxable income. That is all that it does and you will not get that much back as a refund.

Why do you think you can't claim your dependent? What does turbotax say?

I submitted mydaughters information and I don't see any funds for her. Only funds from my work. I am supposed to qualify for $4,050 for her and my Federal refund says $551 and my state says $59. What happened to the rest?
