Why am I getting a message that Form 8396 is not ready and not available to file until 02/03/2022?

TurboTax IRS forms availability indicates that this form will be ready on 2/3/2022, as you stated.  Not all forms are released by the IRS at the beginning of filing season.  Additionally, forms must be assimilated into the TurboTax programs and checked to make sure they work with the programs correctly.
