Last year it added 5k to the refund, and this year it should have added 4k to the refund but the refund amount did not change after filling out the carryover form,
Possibly...sometimes those $$ fill in when you transfer the prior year's data into the next.
When you went thru the Home energy credits section...was the carryover amount already in there?

Of course, the other possibility is that your tax liability, so far, was already at zero....so the credit can't be applied until you have some tax. This can especially happen if folks haven't entered all their income yet.
