You can file a 2019 tax return at any time. Using TurboTax a 2019 tax return can be e-filed up through October 15, 2020. After that date the 2019 tax return can only be printed and mailed using TurboTax.

The current online program is for 2019--no other year. The filing deadline for 2019 was July 15, 2020.

If you are getting a refund, there is not a penalty for filing past the deadline. If you owe taxes, the interest/penalties will be calculated by the IRS based on how much you owe and when they receive your return and payment. The IRS will bill you for this; it will not be calculated by TurboTax.

If you are asking when you can file a 2020 tax return, the 2020 tax software becomes available in mid to late November. The IRS will not begin to accept 2020 returns until late January of 2021.
