What does it mean when your stimulus payment status is unavailable because there is not information on your tax form to determine your eligibility?

The IRS Portal is new, not everyone's data may be uploaded yet.

    I also went to the turbo tax website to look at my account and it said federal return accepted and state started. Do I have to complete a state tax return to?

    What state did you live in during 2019?

    Which states did you earn income in during 2019? 

    Did you start a state return in the TurboTax program?
