Was the 2018 tax liability zero?

I am in possible penalty exception section of TurboTax.

Question 1: How do I know if my 2018 tax liability was zero or not. 

Question 2: I don't have Form 2210 nor Form 2210-F in 2018. In this case how do I know my 2018 tax liability.

Please help.

    Your 2018 Tax liability (Tax due) is on form 1040 line 15.

    Check last year's Form 1040 line 15, it will show the amount you owe.

    If you can't access your 2018 return, you can request an online transcript or a transcript by mail from the IRS website.

    Thank you. For 2019 I have form 1040 only. In my form 1040 line 22 is blank. This time I have underpayment. For calculating my penalty, I need to provide my 2018 liability. In my 2018 form 1040 where can I find my "2018 liability for calculating the underpayment penalty  for this year (2019)"?
