W-2, Box 12, code W is incorrectly being added to wages in TurboTax 2018 Deluxe.  Based on my understanding, this should not be included in taxable income.

Nothing in TurboTax would add this to wages on Form 1040 line 1.  Do you mean that it's being added to taxable income?  TurboTax would do this on Schedule 1 line 21 if you have not answered TurboTax's HSA-eligibility questions in a way that establishes your eligibility to make the contribution.

Your HSA contributions are only deductible if you had qualified health insurance.  You have to run either the HSA interview on the Deductions and Credits page, or the 1099-SA interview (for HSA reimbursements) on the Income page, to trigger the questions asking about your qualified insurance plan.  Once you answer those questions, the HSA amount should come back off your taxable income.
