The unemployment of $10,200 was exempt from taxes for year 2020 so the taxes that were withheld were refunded but it truly wasn’t a IRS tax refund but why should I have to pay tax on it this year I need help in my filing

Please be aware that you do not enter a federal tax refund as income on your tax return.

Correct, last year part of the unemployment was tax-free but in 2021 unemployment is again fully taxable.

Please see Do I have to pay taxes on unemployment? and Where do I report a 1099-G for unemployment? for additional information.
