TurboTax won't let me change the taxable amount of an IRA's RMD

Each year I take the required amount of my IRA's RMD.  But I have a taxable proportion that is less than the whole amount of the RMD because of post- and pre-tax history.  The financial institution issuing my RMD doesn't acknowledge this smaller taxable amount on their 1099-R, so each year (e.g., 2022, 2023, and 2024) I have had to file an amended return, and they have all been accepted by the IRS and I received a refund.  But I am tired of having to do this each year.  TurboTax doesn't let me manually put it in and use it on their return.  When I put in a taxable amount, it is ignored in the final calculations which only show the full amount.

Is it impossible to get TurboTax to use my manually inputted amount?

Assuming that these distributions are not to you as beneficiary of an inherited IRA, the behavior that you are seeing is correct, you cannot simply modify the amount shown in box 2a of the Form 1099-R.  When you have basis in nondeductible traditional IRA contributions, the nontaxable and taxable amounts are required to be calculated on Form 8606 Part I.  TurboTax automatically prepares Form 8606 when you enter or confirm your basis in nondeductible traditional RIA contributions in the questions that appear when you continue forward from the page that lists the Forms 1099-R that you have entered.
