Turbotax prompts me to udate program, but it IS UP TO DATE

I am using TurboTax Deluxe 2019. This is the desktop product, not web based. When I press "Transmit Returns", the last step in filing, a message pops up telling me to update TurboTax before transmitting. But Online Update says I AM UP TO DATE. I have tried saving my file, exiting the program, and Restarting my computer. So far nothing has allowed me to transmit my returns.

When updates are available, TurboTax will prompt you to download updates when you open the program.

As it turned out, the next day the program updated on start-up, and the transmission of returns was trouble-free after that. So I'd advise, in similar circumstances, just try again the next day as I did. However, I still believe the links provided in the response from Irene2805 was pertinent and valuable; I would definitely have checked out forms availability if my problem had persisted.
