There may be a blank form W-2 that transferred from your prior year return. Enter form W-2 in the search box and click on jump to form W-2. If there is a blank form showing, click on the delete button to delete it.

Are you married?  If you only have Social Security income you do not have to file a return unless you are married and your spouse has income.

Enter a SSA-1099, SSA-1099-SM or RRB-1099 under

Federal Taxes on the left side or top

Wages and Income

Then scroll down to Retirement Plans and Social Security

Then the second line - Social Security (SSA-1099. RRB-1099) - click the Start or Revisit button
