It is showing you are using the Online version.  With the Online version there is no charge to e-file.  The charge is for the State program to prepare your return.  The charge is the same whether you e-file or mail in your State return.

Not sure I am understanding...I attempted to file on Turbo Tax and it was rejected. I then used the state's tax preparation program and ultimately efiled my return. The state did not charge me. Since I tried to use Turbo Tax's program and even though the file was rejected I was charged. Am I going to have to pay that regardless?

On the Online version, you are paying for the Federal and State return.  There is no charge to e-file.
