Should I send it via mail if my state return keeps rejecting even with the corrected info.

You cannot email your tax return to the state if the E-File is not working.  You can try to correct the rejection, and then resubmit.  If this doesn't work and is rejected multiple times, you will need to mail in your return.  Please see below for additional information on how to correct a rejected return.
