It seems like the workaround to this error is to revisit the Education section of the tax return.

Go to Deductions & Credits, then select the Education section (the 1098-T area, not the 1099-Q section).
Revisit the section for each person by clicking Edit next to their school information.
Select that they did attend a qualified school and fill in the school details (the info can be temporary).
Save, then go back and edit their school info again, this time changing their attendance to No (they did not attend a qualified school).
Save again and re-run the error check. The error should be gone.

If you don't have any education expenses entered at all, try going to Deductions & Credits > Education and making sure no education entries are accidentally saved for that person.
