On healthcare.gov tax form section B you prompted there should be a number. My form from healthcare.gov says 0. Is that an appropriate number for that section?

No, zero is not an appropriate value.  You need to enter the premium for the second lowest cost Silver plan” (SLCSP). Click on the following link, https://www.healthcare.gov/tax-tool/ to access the SLCSP tool and get the SLCSP.

Please see the screenshot below of the Health coverage tax tool landing page.

This tool will provide accurate information about your “second lowest cost Silver plan” (SLCSP). You and TurboTax will use it to fill out IRS Form 8962 Premium Tax Credit (PTC) .
