New resident to the U.S but paying the health insurance penalty for the whole year?

I am a Canadian citizen, who moved to the United States as of November 1st 2016. I am not a non-resident as I have attained permanent residency status as of October 31st 2016. But have been in the U.S longer than the the 330 day rule.

How would I go about saying I didn't have insurance for two months out of the year, but was not in the US from Jan 1st 2016 to October 31st 2016? Seems like if I say I had no coverage, I pay a penalty from the whole year, although I have only been a resident for 2 months in 2016.

If you lived were a resident of a Foreign Country or US Territory you can confirm this statement in TurboTax and your return will be submitted with a request for exemption.

  1. Please log into your TurboTax Account and access your current Tax Return
  2. From the Welcome Screen click on Federal Taxes in the main tab
  3. When the secondary tab appears click on Health Insurance
  4. In the next screen you will be asked if you had health insurance. Select "I'll pick who had it and which months" then click Continue
  5. You will now select which months you had Minimum Essential Coverage then click Continue.
  6. In the next screen you will be asked to ascertain why you did not have Health Insurance. You will scroll down and find the section labeled "Wasn't required to get Insurance" from this list you will select "Resident of Foreign Country or U.S. Territory", scroll down and click continue.

TurboTax will walk you through the rest of the process to declare the exemption.
