My return is less $172.00. The $172.00 is what I owe the state I live in. I paid that $172.00 from my checking account. Why was it deducted from my Federal Return?

It wasn't.  You can not have the state tax due deducted from a federal refund.  Not ever.  Did you choose to have the Turbo Tax fees deducted?  There is also a 39.99 Refund Processing charge for that.  Or the IRS adjusted your return for an offset or something.  Or did you put down for the state to debit your account and then you also sent them a check?
