My partner owes back taxes at least 4-5 years. Is he able to file these using Turbo tax, if so, can the free software be used?

Yes, as long as he meets the qualifications for the free software (a simple return- W-2 income, no deductions) he can use it. It does not matter that he owes back taxes. However, when he files, there is a good chance that if he is due a refund it will be taken by the IRS to offset the back taxes.
