My girlfriend just had her mom file her taxes but she feels like she didn't get the best service nor nearly what she was expecting. Can she file with turbo tax instead?

Since her return has already filed then she will be rejected if she goes anywhere else. The IRS only allows your social security number to be electronically filed once. The good news is if she feels a mistake was made or information is incorrect she can Amend her taxes once she receives her refund.
