If you are filing by mail you MUST sign and date the tax return in ink.   Sign your 1040 on page 2 next to the words "Sign here"

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.

Federal and state returns must be in separate envelopes and they are mailed to different addresses.  Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.

What was the reason for rejection? If it was for incorrect AGI pin, try using the number 0 (zero) in place of the AGI. This sometimes corrects the problem.

If you have to mail your return, yes you must hand sign form 1040. Also you must include a copy of all W-2s and any other form that has federal tax withheld. It's a good idea to mail your return using a mailing method that can be tracked to be able to assure that the IRS received it. TurboTax should print an instruction form for you to follow when mailing a return.
