My 1099 misc form did not have a completed State ID Number. TurboTax is asking me to fix the error. The company who sent it to me says that you don't need that number.

You do not need that number unless there is an entry in box 16. If box 16 is blank, clear out boxes 16, 17, and18 and leave them all blank. This should remove the error.
If you do have an amount in box 16, you can use the Payer's federal identification number as the State ID.
