Last year I got vouchers to pay estimated tax to IRS, but this years vouchers say to pay NY state. Is it correct? Did the rules change? I have to pay it to NY state now?

No, it is not a mistake. The program produced those vouchers based on the information you entered into the program. It can happen where one year you owe either the federal and/or your state, and then the next year the opposite happens.
