It keeps asking me to enter information for a 1095 and I don’t have one I can’t progress till I figure this out

Apple's official support site doesn't appear to contain instructions for clearing the cache in Safari. Your best bet is to search the Internet for clear Safari cache or similar search terms.

Form 1095 is an insurance form. The form 1095-A is from the Healthcare Market Place and is used to assist in seeing if you owe for the premium tax credit. If you got your healthcare from the Market Place "Obama Care" you would have received this in the mail.
